I'm 5' 4" 113 lbs, 25 years old and have always had a lower belly pooch resulting in a skin crease just above my belly button and have never been able to achieve a tight, flat/toned look despite being very active and otherwise lean. I want to get laser lipo, hoping to even and flatten out the upper/lower abs, but want to have realistic expectations. I'm also a little worried my lower belly skin will sag post lipo since it is not taut to begin with...thoughts on results I can expect?

If there's a significant degree of loose skin under the chin, skin needs to be removed to cure the turkey neck. Lipo and smart lipo are only effective if the skin is bulging and relatively tight to begin with.
Lupus is a chronic disease with periods of flare-ups and remissions. Over time, it can damage many parts of your body (heart, lungs, kidneys, etc). If you have sustained damage to your body as a result of lupus, you would not be a good candidate for lipo/BBL or other major cosmetic procedures....
While it's unlikely that bacteria from the breast would directly invade the surgical field from an abdominal lipo, it is not impossible. You should do everything in your power to reduce the risk of infection including removing all body piercings.
