I recently read a story about a girl who had a BBL done in the Dominican Republic. apparently the Dr. injected fat into a vein in her butt an she had multiple heart attacks, eventually went into cardiac arrest and died. Is this possible or is this story false?

Usually with an elevated PTT, you are prone to bleed and most surgeons would not operate on you for an elective procedure.. This has to be discussed with your hematologist.
