Follow up: did my surgeon do a bad job or am I expecting too much? Can I get different results? (Photos)

My Dr. claims he lifted them as high as possible but because of skin quality and undense breast tissue they sag. I think he didn’t lift them up very high but I am also not a surgeon so it is hard to know if I’m right here. did he truly not lift them high enough/do his job? I just don’t want to go through this again and get the same results because he is right and this is how my body will always respond. Is it possible to get the lift I want or will even the best surgeon produce results like this
