I had liposuction on my hips and abdomen 10 months ago. I still have some numbness on the sides of my waist and down my pelvic bones in the front. It has slowly improved a bit on one side. Can I expect more feeling to return, or is the numbness likely permanent at this point?

Liposuction will remove excess fat and can help some on tightening skin. Adding radiofrequency or J plasma to the treatment will help tighten your skin better.
These do not appear to be perioral mounds. You may want to begin by visiting with a dermatologist for a diagnosis and then explore options to address them if they bother you. They are likely benign since you've had them so long without changes.
