These do not appear to be perioral mounds. You may want to begin by visiting with a dermatologist for a diagnosis and then explore options to address them if they bother you. They are likely benign since you've had them so long without changes.

You are correct that these do not look like Peri oral mounds.
They look like small, benign growth, but it would be unusual to have them bilaterally if they were just random skin growths like a mole or dermatofibroma.
Perhaps somebody else will recognize the condition. I’ve not seen something like this before. Consider having a few in person consultation with local plastic surgeons in your community.
