Tummy tuck vs. abdominal liposuction depends on several factors including skin quality, scars, diastasis recti and plans for future pregnancy. In a tummy tuck, the excess skin and tissue is excised, muscle tightened and usually some liposuction for additional contouring. Liposuction you are just removing the excess fat and with time the skin may contract. Bands or skin folds may persist or recur after liposuction.
It is very likely that liposuction would be sufficient to achieve the desired result, regardless of what type of liposuction is used. The experience of the surgeon is much more important than the technique itself. Good luck.
You have excess skin and contour deformities that will not be corrected by liposuction alone. You would benefit from a tummy tuck. If you are not planning future pregnancies, I recommend abdominoplasty with mesh reinforcement. Liposuction will remove excess fat and can help some on tightening skin. Adding radiofrequency or J plasma to the treatment will help tighten your skin better.

These do not appear to be perioral mounds. You may want to begin by visiting with a dermatologist for a diagnosis and then explore options to address them if they bother you. They are likely benign since you've had them so long without changes.

Congratulations on your weight loss! You might get some improvement with liposuction and J plasma, but it will not be a tummy tuck. Do wait until you have had all the children you want before getting the tuck.
You would probably get good benefit from nonsurgical micro-needling with radiofrequency. for a more aggressive treatment, liposuction with ThermiTight or Renuvion can be done. However, I think the first would do well for you.
