I had a breast augmentation and I've been told these scars are a reaction from my body to the dissolvable sutures? (Photo)

You have what is referred to as a train track scar. Usually this is from skin growing down along holes in the skin where sutures are placed on the surface. It can happen from leaving permanent sutures too long or from dissolvable sutures that take longer than 7-10 days to dissolve. It's rare for the body to react to buried (under the skin) sutures in this exact pattern. Also, dissolvable sutures are usually clear or tan and are not usually black. Either way, you can use scar cream to improve the scar quality in general, and after 3 months, laser can be used to smooth them further. If you were to "redo" the scar (meaning cut it out to get rid of the dots), it would end up noticeable longer. 

Your suture marks are from the nylon sutures. You need to reexcise the scar with the dots next to it and close with deep absorbing sutures and sub cuticular sutures. No exterior nylon sutures. It will then heal without the marks next to the line. Thanks

Your scar is not due to a reaction to dissolving sutures but rather because of the external sutures used to close the wound. External sutures should be removed within 10 days to limit the risk of scarring.
I do not use external sutures for breast augmentation. I use an internally woven technique to eliminate the risk of this concern. I would talk to your plastic surgeon to discuss options to improve the scar which could include topical scar creams as well as revision.
