This is my 2nd post; I had my lower blepharoplasty 7 weeks ago, and I developed ectropion; the surgeon tried to stitch from my mid face, failed; tried frost stitch, failed; he said the ectropion is due to scarring, so he offered steroid injection with another frost stitch or steroid injection only or surgically removing the scar and do a minor lift ( stitch eyelid up); I am just doing tapping, massaging and steroid eye drops now; what should I do? Is this really caused by scarring?

This issue is difficult to treat. Some mild malar bags can be improved with filler. Sometimes patients find improvement with lasers. I encourage you to meet with someone experienced in treating these to discuss which options may be best for you.
This should not be a permanent issue for you if only upper eyelid surgery was performed. The swelling on the lower lids can sometimes take weeks to resolve as gravity pulls the swelling down. Lymphatic massage and warm compresses can help reduce the swelling faster.
