Generally speaking, small revision can be done under local anesthesia but any major revision will likely need to be done under general anesthesia. I would suggest you to consult a board-certified plastic surgeon. A fat transfer procedure like would you describe should easily be able to be done in an office setting with local anesthesia.
I do all my liposuction including fat transfer procedures using local anesthesia with mild sedation.
It is highly unlikely your compression garment had anything to do with your contour irregularity.
Compression garments cannot add or remove fat.
I don't think the issue is so much how difficult the procedure will be but will give you the results you want.
Fat transfer for correction of excess liposuction is often not sufficient with a single procedure.
The main reason fat transfer fails as a correction for liposuction irregularities is the area being treated often does not have sufficient amounts of tissue to graft into.
In order for the grafted fat to survive it has to be grafted into live in vascular tissue.
Even when this is done expect at least 50% of the fat to not survive.
Long lasting fillers may be an option.
Depending on the size of the defect it might be a little expensive.
For example a defect that's 20 mL could cost over $10,000 to correct.
Artefill may be a good choice for long lasting fillers.
It's a little hard to see the area of concern on your picture.
It also appears that your procedure was done recently.
I would recommend that you do not undergo revision for the first six months.
