Will hairline lowering cause the brows to be raised or distort any other parts of the face? I don't want my brows or any other part of my soft tissues to be moved with the hairline lowering procedure. I'm afraid I'll have a 'shocked'/deer in headlights expression.

If you are considering a cosmetic surgery it would be in your interest to see a doctor for an examination to make sure you would be a candidate. Nobody "needs" a forehead reduction surgery. This is an elective cosmetic surgery.
Medicaid is a program created by the federal government, but administered by the state, to provide payment for medical services for low-income citizens. It does not cover elective cosmetic surgery.
