Does Medicaid cover forehead reduction?

Medicaid is a program created by the federal government, but administered by the state, to provide payment for medical services for low-income citizens.   It does not cover elective cosmetic surgery. 

In Texas anyway, forehead reduction/brow lifts/lower lid blepharoplasty (lifts) are considered cosmetic and not covered. 

This is a cosmetic elective surgery which Medicaid does not cover.  If can be expensive in the $5000-8000 range
