FUE Hair transplant poor growth 7 months. Age 40s

I had an FUE 7 months ago. Norwood 3 V. My doctor says to wait a year. I need more coverage for film and photo work. No medical conditions to account for poor growth. I had about 1950 grafts, but only look minimally better than where I started on the hairline, with virtually no change on the crown. How long should I wait to see if I need another procedure. One year? Eighteen months? I am not attaching photos or giving the doctors name for privacy issues. Thanks for any advice.
