I would like my lips plumped up a good amount, and can't figure out if that would help the gums be covered or if it's too separate procedures. I don't know what doctor to go to.

Depending on the amount of volume you desire, there are products developed and marketed specifically for use in the lips. Your gummy smile is a totally separate issue. The technical term is vertical maxillary excess and has to do with the height of your maxilla, or bone of the middle portion of your face. Botox can be used to temporarily correct or improve the smile but it impacts your smile appearance, needs repeat injections every 3-4 months and can affect your ability to purse your lips. The gold standard treatment for this is surgical and involves shortening the bone. Although it seems excessive, it can make a significant impact to the symmetry and appearance of your face. I suggest an evaluation with an experienced board certified plastic surgeon. Good luck.
