no matter how much I work out, my butt is still saggy. I want a butt lift not adding material but literally lifting the buttocks. My question is if a higher butt gives the illusion of longer legs. I know it won't change the actual length of the legs, but, I think a thigh gap and butt lift might make the observer's eye stop higher and, thus, create an illusion of longer legs.

Yes, excess skin can be excised through an incision that can be hidden in the buttock crease. It will be a permanent scar. Please see a board certified plastic surgeon for advice.
Once the native lower gluteal fold has been disrupted (by liposuction), it will never be the same. However there are surgical maneuvers that can improve it. Depending upon your physical exam findings, fat grafting back into the area can help or a lower buttock tuck may be necessary. Glad to be...
