It is possible to get a butt lift even if you are skinny.  Sculpting the areas around the buttocks (thighs, waist, back) will help to improve the overall shape of the butt.  Even a relatively small amount of fat transfer in a thin patient will give a nice fullness and projection.  Each patient is different and your surgeon should be able to customize a treatment plan for you.

You are a great candidate for liposuction and butt lift surgery.  Your butt lift would be accomplished through taking the fat from your waist and thighs to use as fat grafts for your buttocks.
