My upper eyelids are very exposed and curve down making my eyes look droopy . Is there any procedure or fillers that could improve this make the upper eyelids less exposed and elongate the eye as my eyes are short in length like the model pic I provided . Also can my medial canthus be shaped In any way as it appears to be very open instead of narrow .

This is not something that is traditionally desired in Western cultures, but, it is not hard to create. Filler injections should be able to do that for you if placed by an expert. Or, fat grafting or even fat repositioning may be able to get those results.
