Are my breast implants different sizes? (photos)

I am 6 months after surgery. I was A cup and had 400 cc round implants. After 2 weeks I notice that my left breast is more puffed, bigger and little lower-maybe more settled. After 6 months, for sure my right breast much more settled, but I m still uneasy with that left breast. My surgeon said that if i want, after year I can do revision and get 410cc in that "smaller"!... Here are my photos and I wanna know if my surgeon failed and had to choose different implant sizes.
