Based on my research online, the answer is no however I've been told by an aesthetician that it will, she has seen this in some client. I'm 41 now but when I was young, I had blonde hairs on my legs before I started shaving and once I started shaving, the hair grew back course and black. Will this happen to my face from dermaplane treatments that are spread out 8 weeks apart?

Dermabrasion will not remove hair follicles, it just shaves them at the skin surface along with dead skin cells to soften your skin and remove some surface blemishes.
If you would like the hair removed then laser hair removal would be your best bet!
