There is no actual surgery to elongate or make the mouth wider. In fact, a small mouth is considered more youthful and as one ages, the mouth actually widens. One can opt for hyaluronic dermal fillers that can be used to augment the lips including juvederm, Restylane, and Volbella. Additional options also include fat grafting or implants to the lips. It's important to note that dermal fillers as well as fat grafting and implants often can just address the issue of volume. You may want to consider a medialized corner lip lift to roll out the outside vermillion of your upper lip which is currently turned inwards. Lip reshaping surgery which can fully augment the actual shape and symmetry of the lips.
You should start out with 1cc of juvederm filler or restylane filler and go from there. You do not want to overdo too much filler in the lips. It also depends on the look you are going for too. You can always add more filler to the lips if needed. Just remember if you are going to do your lips and you do not want to bruise you should not take any aspirins or anything that will thin the blood since brusing can occur. I strongly recommend that you avoid the so-called smooth fillers like Belotero, Juvederm and Restylane Silk. I really prefer Restylane for this. It puts a premium on the skill of the injector. Avoid permanent fillers that can't be removed or adjusted.
I think you have a beautiful shape to your lips and nice balance between the upper and lower lips. Making the mouth appear wider can be difficult to achieve. If you decide to try lip enhancement, I would recommend a modest volume increase to start to see if you like the results.

First of all, for something to be fixed it must be broken. You have a nice mouth that does not need to be "fixed". Makeup with lip liner can help. Fillers can also help but you look very young and I would not recommend it for a teenager. Just my opinion.
