For significant improvement, hooded eyelids require surgery if there is enough skin. You would benefit from a thoughtful blepharoplasty and potentially a browlift. This would help get the “weight” off your lids and get an eyelid platform back. Your right brow is higher than your left and you may need a left sided endoscopic browlift. Difficult to assess your lower lids from your photo. Best to see an eyelid expert in your area.
It is true that you have excess skin in the upper eyelid, but what needs to be addressed is the brow position. Please note that your brow is almost at the level of orbital bone, which is slightly lower that ideal. The solution would be 1st an endoscopic brow lift which is performed with a small camera through small incisions hidden in the scalp, 2nd, if needed removal of the upper eyelids skin. Hi, I think you have very attractive eyes and so you have to be clear about what it is you want to change. One can create more of a fold in the upper lid or reduce the fold on the inside of your eye. There is nothing that can be done to improve your lower lid as far as I can see in your photo. I hope that helps.

The goal of the upper eyelid surgery to remove the excess skin creating the hooded look and lift the crease higher to get the skin off of your eyelashes. Hi, what you have is quite subtle and hard to accurately define in the photos. The front view shows slight drooping of your left eyebrow and eyelid. That can be corrected but it can be difficult to correct exactly and the smaller the difference, the harder it is.

You would benefit from a brow lift on your right side. This is usually best done from an endoscopic approach to hide the incisions behind the hairline. Neurotoxin would be another option but you would likely not get the “chemical” lift to make the brows symmetric.
