I have pretty noticeable eye asymmetry when my expression is neutral. It seems to improve when I’m smiling. Can this potentially be fixed?

In the young age, hooded eyes are, usually, result of a deep set eyes. Small addition of fat grafts (0.5 to 1 ml) may create that effect in your case. In person consultation with a board certified plastic surgeron, familiar with this technique, is recommended. Good luck.
