I am 18 years old and I believe I have tubular breasts. Will I always have this issue? Have they stopped growing?

My breasts are a B cup, pretty droopy with large nipples that are puffy. Its so unattractive, i hide them from my boyfriend during sex. Its pretty sad. What can i do to fix them without my family knowing and also on a tight budget:S
