Would the NHS complete surgery on Festoons?

I've read that Festoon surgery is really tricky. I read if you want eye bag removal, upper and lower and have Festoons a specialist surgeon would be needed to complete all together. I've read this is a medical condition, not cosmetic? I have had three previous surgeries and at least for two I have had an eye clamp used. I believe this has increased this condition, not sure why this has happened over the past 12 months.

You have prominent an eye bags. You should definitely have eye bag surgery (with fat transposition). In your case, fillings can worsen your condition.
