Can Otolaryngologists perform revision rhinoplasty using rib cartilage??

I know Otolaryngologists (ENT) may perform rhinoplasty as it pertains to the nose but I thought they perform surgeries above the shoulders. Would it be outside of their scope if they retrieve grafting from my ribs?
