The eye area needs significant combinations to get improvement. Lasers like erbium, co2, halo, profractional/contour, or Fraxel can all be used to build collagen long term. Two main points to consider when planning lower eyelid surgery. Is the problem mostly due to an excess skin issue, bulging fat, or both? In your case, it's mostly a bulging fat problem. Blepharoplasty done through the inside of the eyelid will work great. During the procedure, the bulging fat can be used to drape down and correct the tear troughing.

I do see puffiness of the lower eyelids and excess skin creating a fold on the upper eyelid.

A trans-conjunctival lower blepharoplasty with arcus margin Iles release and fat grafting for the lower eyelids and a simple upper blepharoplasty from the upper eyelids will correct the issues that bother you.

Although you are young usually these procedures are only done once-in-a-lifetime. Therefore if they bother you there is no reason that you cannot correct them now.
