Based on this single photo it does seem like you would benefit from an upper blepharoplasty and brow lift procedure. Your eyelids appear heavy for your otherwise youthful face. You may also have a component of eyelid ptosis (dysfunction of the eyelid muscles). In general I think eyelid surgeries are the "best bang for your buck" when it comes to improving facial aesthetics at a minimal price and short recovery. As we age, our eyelids naturally sag and droop. A combination approach would be best to see visible improvement. In terms of non-surgical treatment options, I would recommend a Chemical Brow Lift (using Botox, Dysport, Xeomin, or Jeuveau) and filler injections to rejuvenate the temples, eyebrow, eyelid, eye troughs, upper eye hollows, and forehead. It looks like you have condition known as upper eyelid ptosis (droopy eyelid). This condition can be corrected surgically in local anesthesia. In person consultation with a board certified plastic or oculoplastic surgeon, is recommended. good luck.
You have ptosis of the upper eyelids, so you see more of the lid than you would like. You can do surgery to fix the ptosis, and this will decrease the amount of lid you see. There are also drops that you can use to elevate the lid, but you have to use these twice a day.

You have a mild degree of "levator ptosis". The surgery to fix that is called a levator advancement where they shorten and reattach some stretch fibers in your upper lid. Not super complicated, but you want someone who does that particular surgery frequently like an oculoplastic surgeon or plastic surgeon whom does a lot of this specific lid surgery (not just cosmetic blepharoplasty)

This can be caused by weakness of the eyelid muscle which lift your eyelids upward.Correction requires a very specific procedure called a levator advancement. I would suggest that you consult in oculoplastic surgeon who has extensive experience in ptosis repair.
