28 years old, no kids. Smaller side is quite tubular? Is there enough breast tissue on this side to create an aesthetically pleasing look? Would like perkiness and to look right against my frame (U.K. size 12)

Based on the photos, you don't need a lift--your nipple already looks appropriately positioned on the breast. A face to face exam with a qualified plastic surgeon would be helpful for you.
From the perspective of implants, an implant would definitely make the breast look more full.....
You have significant ptosis or drooping of your breasts. To lift the nipples and create a youthful breast appearance while maintaining your volume is a breast lift operation. You may well be a candidate for a vertical or lollipop mastopexy.
