Thank you for your your question and photos. Liposuction removes local fat deposits. It  alone would not give you a satisfactory result if the purpose is to get nice and flat and tight tummy. And the same is also true for breast that   Liposuction  for breast reduction would not be of any benefit. to your breast goals. You need breast lift with implant. Fat grafting vs implant is not a subject of debate in your case as fat transfer is helpful, but not as predictable as an implant with regard to desired volume. 

Thanks for your your question and photos. Liposuction alone would not give you a satisfactory result with regard to your abdomen. Since you already have a scar, there is little downside, and you would have a large improvement by lowering the scar and fixing the counter by at least doing a mini-abdominoplasty.    Liposuction breast reduction would not be of any benefit to your breast goals. You could do a lift only with some fat transfer if you are not willing to consider a small implant. Keep in mind that fat transfer is helpful, but not as predictable as an implant with regard to volume.
