Can a fat transfer repair steroid-induced atrophy?

Topical steroids thinned the skin on my right inner thigh (there were already stretch marks in the region). Skin is now sensitive to friction - walking and even sitting can be painful. Have read fat transfer can alleviate symptoms. Area is about 4x4in - maybe even less. How much should a fat transfer to the area cost? Anything else I should know when seeking a surgeon to do the job? Thank you!
