You could definitely consider neck lipo but remember that this only addresses the superficial layer of fat in the neck; most of the time if ppl have "stubborn neck fat" that doesn't respond to weight changes, it may be in a deeper layer, in which case lipo alone will not address that. best to have an exam in person and discuss this specifically with your surgeon. also, to some degree looking at your neck, an issue may also be your hyoid bone location (esp the genetic part and most notable in the 3rd pic), which is not necessarily something that can be drastically modified too much.

Chin liposuction helps reduce the bulge under the chin and can be done for the whole neck. Once the fat is removed the skin can become loose and saggy in some cases. It can be avoided by combining it with Thermitight which is a radiofrequency heat delivered under the skin to tighten it. Both chin liposuction and Thermitight can be done at the same time. Generally, the best candidates for Liposuction tend to be young people who have good skin elasticity with thick layers of subcutaneous fat.
The fact that this runs in your family is probably not because your family has an abnormal fat distribution, but is more likely that your family has a certain facial, skeletal imbalance between the mandible and the maxilla.
The potential outcome of Liposuction in this area is Haily provider dependent.
In other words and the hands of the wrong plastic surgeon the results may not be that great.
