Genetic turkey neck at 30! Please help. Am I a candidate for a neck lift? (Photos)

I am 30 years old and have always had a turkey neck, loose crapey skin on my neck, horizontal lines and a double chin. I absolutely hate my jowls, neck and profile. It is genetic, my mother has the same only worse. I have looked into non invasive measures but have been told coolsculpting/kybella wouldn't be very beneficial because it is mostly skin. Is a chin implant warranted?? What could give me a better profile and more defined neck??
