I would recommend a revision facelift/necklift to release all of the underlying scar and redrape the skin appropriately. I believe also that the muscle needs to be adequately repaired underneath the skin in the neck. It is difficult to provide an adequate comprehensive answer without additional information such as what was performed (OP note), and doing a physical exam. Revisionary face/necklift surgery requires a highly trained plastic surgeon, ideally with at least of 6 years integrated plastic surgery training followed by an accredited aesthetic surgery fellowship. I highly recommend finding one of those if possible.
From the photos, the Advanced MiniLift under local would give such great results and is so easy to undergo. It fixes the jawline and neck quick and safely. Never go under general if you can help it. Also you need the skin resurfaced on the face, neck and probably chest which is easy to undergo at the same time as the minilift since everything is numbed up nicely.
