Yes, it is safe. You just need a little nick, and the incision is almost irrelevant.

I personally feel comfortable doing Liposuction down to the clavicle’s if indicated. Other plastic surgeons may not feel comfortable doing this. Each plastic surgeon will have their own criteria and comfort level based on their training experience and skill.
Individuals who have thick layers of subcutaneous fat at the base of the neck, should have this included when doing that Liposuction, or else the thickness at the base of the neck will look accentuated.
Delivering consistent quality, liposuction, results is more difficult than most people realize. The number of plastic surgeons who have mastered the procedure may require having to look for. In other words, patients may have to have multiple consultations before finding the right provider for their needs. Recognize that Liposuction is a permanent and more or less irreversible procedure.
During each consultation, ask each provider to open up their portfolio and show you their entire collection of before and after pictures of previous patients who have similar body or facial characteristics to your own. An experienced plastic surgeon should have no difficulty showing you the before, and after picture of a list of 50 previous patients.
