Would taking the bridge and tip down 3mm make my nose look more feminine and smaller than it is? 3mm seems minor but didn't know if it would look different in terms of nose deporjection. To me it is too high and still big

The lines or grooves are unusual and it is difficult to give advice without an examination. They may be amenable to elevating the tissues over the nose bony and cart framework to smooth out some followed by fat grafting but a more formal revision may be necessary.
