42 year old female. over the oat 6 months, upper lids have become very loose and creepy. A lot of excess skin. Is the only remedy an upper bleph? Any other solution To tighten?

There are 2 issues:  excess skin and loss of elasticity, each requiring a different approach 
Typically the best result is achieved with upper blepharoplasty and CO2 laser resurfacing at the same time

You can try laser and various energy procedures. However, an upper bleph is effective, safe, heals well, done in the office, and very much the best option. Why limit yourself?
