I am a female, age 33 and have had 2 children naturally, I have an umbilical hernia and some minimal loose skin , I want to know if I can get the hernia repaired and some non surgical skin tightening or would I need to have some form of tummy tuck?

Nothing replaces an in-person examination of your tissues and a thorough discussion of your goals, but I think the scarring of any procedure, short of a laparoscopic umbo hernia repair would be objectionable for the level of improvement.
