My pubic fat pad is .5 inches thick, counting the skin. My skin is also considered loose in this area?

Without examination it's impossible to comment on your specific situation. In my experience liposuction of the Mons area generally leads a very good result with no skin removal.

While you may be able to reduce this area to a small degree with liposuction, you may also want to consider a skin excision.  This will be something that would be best discussed after a physical exam to ensure that you are given an informed discussion on the pros/cons of each option and the expectations from each option.

Liposuction is often used for pubic fat pad. If needed, laser can be used with liposuction for skin tightening, or skin can later be excised.
