Is upper blepharoplasty an option for my heavy upper eyelids? (Photo)

I want to re-post this in the eyelid surgery section as I am not interested in a brow lift. I like to know if Upper blepharoplasty is a possibility for my issue of heavy upper eyelids that decend over my lower eyelids.
