From the one photo provided, it would appear that several nonsurgical procedures might be considered to rejuvenate the periorbital area. For one, there appears to be some volume deficit in the upper cheeks. Since the upper cheeks provide support for the under-eye area, the use of a robust HA volumizing filler for cheek augmentation would not only create a more heart-shaped, oval feminine face, but would likely secondarily provide the necessary support to the under-eye area to create a smoother cheek-lid transition and smoothing of the under-eyes. Microdroplets of Botox would help to diminish the incipient crow's feet to the sides of the eyes And finally, a series of in-office superficial peels using high concentrations of glycolic or salicylic acid, Jessner's Sollution or low concentrations of TCA supplemented by the regular at-home use of Rx topical retinoids and alpha hydroxy acids would help to improve overall texture and color of the under-eye skin. You would be wise to consult with a board certified cosmetic dermatologist and best of luck.
