Can Botox or Surgery fix a horizontal line between top of nose and forehead? (photos)

Hi all, hope you can help. Ever since I became a teenager I developed what appears to be a permanent frown where I forehead meets my nose. It's as if my forehead is resting on the top of it. I look at photos from when I was 9/10/11 and the bridge of my nose was much more 'normal' yet now it's as if I never had a procerus muscle. Can botox or surgery help this? Even when happy I look depressed, my eyes aren't half open & it's only if I forcefully raise my eyebrows (startled) that it goes away.
