If your question is whether or not fat cells will regenerate in an area after liposuction I'm not sure the answer is known. Most of us think that the number of fat cells carried into adult life is finite. However patients with appreciable weight gain may not follow this pattern.
Once fat cells are removed or destroyed they will not repopulate that area. However, with poor diet and a lack of exercise, the fat cells remaining can become larger.

Fat cells do not multiply and do not move, so once the fat cells are removed from a specific area, they are gone forever. Fat cells do however shrink and expand depending on how much weight you gain. If you gain weight, the remaining fat cells in the area may enlarge.

Great question. Our body increases the size of each fat cell when we gain weight as opposed to increasing the number of fat cells. In certain circumstances such as morbid obesity the body does turn on that fat cell replication process. So in general, if maintain your weight the fat cell size will be maintained and if you gain weight all of the remaining fat cells will increase in size. I would have to pinch that area to see if there is any fat component contributing to the shape of the back of the chest. It appears that if liposuction could be done the result would be minimal as most of the shape is due to muscle. Good Luck.
