Will downsizing in implants allow for smaller areolas?

Going smaller may help the areolae since less weight will be present. You may loose some upper breast fullness placing the implant in front of the muscles and do risk more sagging over time because of less support. Also, the animation may persists even with the implant in front of the muscle. You actually may need a vertical lift to avoid overstressing the Benelli lift. That lift is very limited in what actually can be done.

Making your implants smaller will not create a significant change in the ability to decrease the size of your areolas. The technique I recommend is a mini lift. Using a circumareola incision, your breast tissue is reshaped, elevated higher on the chest wall and more medial to increase your cleavage. At the same time, the areolas can be reduced to the size you desire.
