I would like to have my chin and neck liposuctioned but I have a roll of fat on my lower neck where your neck meets your body and just want to see if that’s possible to be liposuctioned

Liposuction is a very reliable means of contouring your neck.  This is a single step procedure unlike noninvasive alternatives such as Kybella or CoolMini.

This is difficult to answer without pictures. I find that VASER liposuction in combination with ThermiRF are best for contouring the chin in those who are candidates but Kybella can be used as an alternative and gets better results when combined with thermage/ultherapy/exilis or coolsculpting. What you describe sounds similar to something that doctors call Dowager’s hump, or more impolitely a “Buffalo” hump. 
Many doctors report this is amenable to office based liposuction, but my advice is that liposuction in this region doesn’t very work well because the fat here is too thick and fibrous. For a more effective and long lasting reduction of the hump, I often advise an operation to formally excise of the fat pad. This gives a more noticeable improvement and smooth contour to the back if the neck.

Unfortunately there are no pictures. Liposuction is a very common procedure to remove fat from your sub mental neck. The procedure is performed through multiple small incisions. Post operative discomfort and recovery is typically minimal. Liposuction removes fat above the neck muscle but does not tighten skin or muscle. If you have good quality skin then you may only need liposuction. If you have good quality skin but also fat under your neck muscle then you may be a candidate for a mini scar necklift. This includes the former but adds a small incision under the chin to remove the fat under the muscle and tighten the muscle. If you have loose skin in addition to the above you would be a candidate for a facelift. This procedure does all of the above but also tightens the neck, jawline and jowl muscles. I invented a minimally invasive procedure where recovery, bruising and pain are minimal when compared to traditional techniques (please see the video on our page). This answers the interesting real self question on the lower necral and safety neficacy with liposuction. While it's very common to do various forms of lipo, under the chin for the dreaded double chin, smart lipo using laser lipolysis and then removing the fat, neck tight lipo using radio frequency energy and removing the fat, therme-RF using radio for removing the fat and even vaso-lipo using ultrasound to liquefy the fat and removing the fat.
	So it's very important that you see someone with experience, that has done that because that skin tends to be a little more gelatinous. It requires thermal contraction and I tend to use products like Body Tight and Neck Tight as smart-lipo to ensure a good contraction of the skin when we remove that lymphatic, gelatinous material. So, is it accessible? Yes. Seek out the advice and consultation of a board certified and experienced plastic surgeon that has done those areas before and you can anticipate a very nice result.
