TCA chemical peels for lower eyelid can be very effective and with excellent results. Also Fractional CO2 is another really excellent option for lower eyelid wrinkles. Neurotoxin also can soften the appearance of the crows feet and prevent them to form with smiles.  

The facial brush incident didn't help, but also was not the cause of the aging.  This is usually genetic, and worsened by sun exposure and smoking.  But in some people it just happens at a young age since the skin is so thin here.  You would benefit from a lower lid blepharoplasty and some laser resurfacing to improve the skin texture.   An upper lid blepharoplasty and possible temporal browlift would also help.

Despite your younger age your photos show evidence of problems causing a sad tired look. This is one area where many people begin showing signs of aging. Your brow has signs of ptosis (sagging) and there appears to be excess upper lid skin as well. Your lower lid seems to have laxity of skin and underlying muscle but not significant fat protrusion. I think you would benefit from a combination of conservative browlifting (modified browlift) and upper and lower blepharoplasty. The good news is that your young age the results will last many years.

An eyelid lift can help with cleaning up some of the loose skin and the herniated lower lid fat. Best to be seen in person to be properly evaluated.
