I think I have a short neck due to deformation. Is there any surgery to fix this?

I have a partial fusion of my c2 and c3 vertebrae and maybe it's shortening my neck. Also in this photo it's literally the best I can do posture wise.. Are there any plastic surgeries or posture training that can get the look I want (view photos). I know maybe a neck lift but I really want something that can help with the weird shortness and thickness. I can't tell what's going on and if it's my spinal deformity or something I can fix (I really hope it's something I can fix completely
