I'm planning for a Lip Lift procedure under Local Anesthesia hopefully a month from going under General Anesthesia for Genioplasty. Is this safe and possible?

Yes this is safe. There is no sleep medication involved with local anesthesia. All that means is that the surgical area will be numbed locally. There is no reason you should not be able to get the lip lift done a month after a genioplasty.
