Can cosmetic tattoos or Botox, cause blepharitis?

I've been having some complications with my eyes ever since I got them tattooed. I've been suffering some light sensitivity and blurriness. Coincidentally, about three weeks after having the tattoos done, I receive the Botox injections for facial spasms. My opthamologist now says that I have blepharitis. I'm not sure what the cause of this is period also, is this permanent?
