After having liposuction 5 years ago on my torso and inner thighs I've been left with banding under my skin, bumpy purple marks that don't go away... ever. It's sad because it has ruined my self confidence and my ability to wear a bikini or short top. (Think Tara Reid). What can be done to correct the bumpy, irregular skin, permanent purple bruising, and empty bumpy skin left on my inner thighs?

Overly aggressive liposuction, especially of sensitive areas without much skin elasticity such as the inner thighs, can lead to contour irregularities as you mention. On rare occasion the answer is more liposuction to even out the areas, but in the case of the medial thighs where skin is less elastic and fat has already been removed, your options as I see them would be fat transfer (modestly) to help improve the texture and contour, vs. potentially a skin tightening treatment such as J-Plasma combined with with scar release.
