You have hooding in your upper eyelid and you will benefit from upper blepharoplasty procedure. Having said that, it would be helpful to see more zoomed in photo of your eyelids

The photos display very small, so it is somewhat difficult to assess well. However, you appear to have a downward cant at your lateral aspect of the eye, which is likely congenital and related to the underlying skeletal structure. That can't be changed without very invasive procedures. However, blepharoplasty is likely to help with opening the eyes fully and potentially ptosis repair, if indicated. In addition, a temporoplasty or galeapexy, may resolve some of the excess skin in the upper outer quadrant of each orbit. A BC plastic surgeon can advise this after exam. Good luck!

You may also benefit from lower lid canthopexy/plasty to tighten up the tendon at the outer margin of your lower eyelid. This will lift the outer corner of your eye.
