To give the eyebrows a nice lift, we use injectable fillers to improve the eyebrow, upper eye, forehead and temple. A filler is placed on the bone and in the fat pads of these areas to contour and lift without it looking overdone. We use cannulas to limit pain and swelling. Very likely that priority should be given to upper and lower blepharoplasty. Botox for forehead and periorbital areas would give you some idea of what to expect with brow lift. In person consultation with a board certified plastic surgeon with good reputation in facial rejuvenation is recommended. Good luck.

I think you would be a good candidate for a brow lift and upper blepharoplasty combo. This would make you look younger and more refreshed. Your lower eyelids look pretty good to me in that you don't have real large bags, maybe consider lower eyelid CO2 laser to tighten the skin and smooth the wrinkles.
